03 = gate number and 138 = base number. Both have to do with the assembly of the body panels for the body in white.
190799 has to do with the number of bodies assembled for that year, Basically, a running count of body shells made.

The standard back stripe that came with the A57 Rallye Package cars was similar in shape to the gradated stripes but Chrysler didn't call this style of stripe a Rallye Stripe.

Sanctimonious pain in the *** Data Tag police don't hurt the hobby. Their intent is to help people from getting ripped off by fake documentation justified and rationalized by others and made by tag makers that don't know how to make tags but do know how to take money from folks that do not know...
One would think but it is far, far harder, if not impossible, to recreate an accurate tag from scratch, even with a BS, than most people realize.
It's just not that simple to make an accurate tag.
That's a common misconception.
Having the BS is certainly a good place to start, but simply having the BS does not ensure an accurate tag.
Tag codes change year to year, plant to plant and even within the model year.
The BS does not tell you which codes go on the tag, what time of the model...
Without some sort of underlying documentation, it will be difficult or impossible to replicate an original tag.
There are plenty of companies willing to take your money and stamp codes in a piece of metal resulting in something that resembles a fender tag.

It's an inspection stamp.
Somebody did their job, inspected 'something', then punched the tag to show they did their job and inspected 'something'.
Unless you are the inspector showing you inspected 'something' or the person checking to see that 'something' got inspected, it's meaningless...
