First time I've seen this post.. As mentioned 68 didn't originally have self adjusters... Adding them is an upgrade.. But the setup you have appears to be for 10" drums, like shown in this picture...
11" drums like you have should use this style self adjusters and springs...

Fuse block just contains ACC and BATT sources.
Ign1 circuitry is not normally spliced anywhere to source some extra addition. 71/74 gets one source thought along the wiring, but not on fuse box althought 72/74 gets a fuse for that circuit for some accs (seatbelt warning system).

I vote fix the welds, whether that means grinding or rewelding…just depends on what they are actually like. Paint the engine bay the correct color and go from there.
