Looks pretty gnarled. Not sure what tools you have access to but hammer and dollies will get you started but you may need a stud gun if it's over the fender brace. Cut and replace maybe the only option if it's stretched out.

Was there a factory rear bar 68-70? Get some harbor freight mover's dollies for $8 each with the coupon. 3 should work- one for the center chunk area, and one for each brake drum area. Stack some 4x4 sections to get the right height. I always find uses for those things and at $8 the price...
