I might have a similar issue with my blower motor. I restored the heater box years ago before body & paint got done, and I could swear by these pics that I had a good ground through the new paint, there's one of those knurled washers that bite in...but my fan doesn't work at any speed. Might...
None of my cars have had the LCA'S boxed, like the OP's, but with good bushings the adjusting bolts are no where close to being as deep into the LCA. Per the OP'S pictures, the boxing needs be trimmed so that a socket will go on.
open your hood and measure the height of the frame rails on each side. They should be damn near equal side-to-side. A low left front will yeild a high right rear
