They need to be resized and new bolts, or replaced, 100% ! I would do the third one on the rough journal too. Personally, I'd replace.

The institution in question should be the best possible place to verify the authenticity of a document drawn on them. Who else should be "on the hook" for that?

No. Especially because the gold color of those vane wheels creates a visual discord with the color of your car and/or vinyl roof.
