I could feel them at low speed driving through town. Probably more of a vibration at higher speeds.

Where the flat spots noticeable or did you feel it? I think that's what happening. I had them balanced and a couple of tires have double weights on one side. The belts most likely might have shifted a bit.

I doubt the air cleaner has anything to do with fuel order & slight eng. smoking, obviously the door is naturally open w/o vacuum applied & that's the way I would run it w/o vacuum applied, the purpose of the trap door & snorkel flap where emission related for quicker eng. warm up when closed...

Flat spotted bad I would wager. Put max sidewall pressure in them and drive them long enough to get them hot and see if the ride improves. That being said you can use them around town but I sure wouldn't trust them at a higher speed. Until you are going to use it more leave them on. Long term...

No but it wasn't driven all that much in the past several years. The truck in question is a 97 with only 140k miles. Don't think the tires had more than 10k on them. Still looked new when I sold them about a year ago.
