    I believe the brake lights and turn signals share the same filament so it would seem the grounds and connections to the rear are ok. Do you have 12v coming out of the brake switch (white wire???) when the brake pedal is pressed?

    Definitely 66/67 seats but not sure on the covers. The rear looks very similar to 67 coronet but not quite. Maybe custom done by a upholsterer. Maybe not correct but they look nice imho.

    It's too bad they didn't make those parts stainless. I would look through the for sale section or place a wanted to buy ad on the site. I've bought a set here before. A lot cheaper to find a decent set compared to rechroming unless you're doing a concourse restoration.

    Those are chrome plate. A lot of times you can make them look decent removing the rust with #0000 steel wool. Yours look pretty rusty though so that might not work if there's no chrome left under the rust.

    You could try spraying water into the cowl vent from outside of the car but keep it off the windshield and wiper pivots.     This is a good video butt welding a partial floor patch. Use gas if at all possible. It's not easy to buttweld with flux core. You'll be blowing though the edges all the time and you'll end up with porous booger welds that will be great places for rust to start forming again.
