The proper word is concrete.
Cement is a component of concrete along with rock and sand.
I take that to mean that the lift wasn't powerful enough to raise a load equal to the duty rating.

No, my point is that out here, the entire slab is poured before any framing is done. All perimeter walls rest ON the concrete.
