Some have separate start and run capacitors , some motors have a combo capacitor. If it's got the separate ones the rolling start probably would.
Another thing that will put a big load on them is plugged air filter/intake.
Capacitors are not to expensive , Ace hardware ect should be able to...
What wild said,
have him check the capacitor for bulged / swelled ends
Damn things most times do that when they go bad.
Plus remind him that the capacitor retains a charge.

I am parting ways with BFG, for me the extra $40 / $50 per tire is not worth it.
My current BFGs have aged out I'm just not comfortable at speed with 10 yr old rubber.
I was just curious what the opinions were. 496polara did give me some info I was unaware of...
Going with 255/60/15 on the rear and 205/70/15 front.
Rear wheels are 15x7 4" bs
Front are 15x5.5
No more BFGs for me.
I'm looking at Master craft Avenger Gts
Or Cooper Cobras.
I know the coopers have a decent rep but what's the verdict on the Master Craft.
The both are a T speed rate or...
I can not tell you about what will or will not fit on 8.25 to 8.75 Rear end swaps.
What I will add is with the smaller dia. tire you are useing the 3:21 / 3:23 gearing is were I would shoot for for hyw. use.
I run a 26.5 dia rear tire with 3:23s that puts my rpms at 2,800 at 65mph.
