I just did this with “decent” results. I used a 1-component moisture cure polyurethane and some hardware store wood clamps. I think you could soften the vinyl VERY CAREFULLY with a heat gun (???)

Well, to reset them, I have access to a strong press and a guy who knows how to use it. Can I just "press" the small side of a replacement rivet to "fatten up the small end". I've never done it, so I'm all ears

As far as I understand, the frames are the same. I searched online and came up with a string on this site. short version - 70/71(early) B-body, A-body (years?) and E-body bucket seat frames are the same. The bucket seat tracks are 1-year for a 70 b-body. I just ordered a set of those frames...
Pretty much your only choice to remove mold/mildew is bleach. I'm not sure exactly how concentrated the bleach needs to be (5%, 10% ?%) & watch out for your clothes and carpet so they don't get their color bleached out
