To verify TDC, Use the piston stop method and mark the Harmonic Balancer.
This will establish true TDC without removing the head and using a dial indicator.
Also check the Harmonic balancer for slippage between the inner and outer sections.
This will cause extreme swings in the timing marks...
Swap distributors. Sounds like mechanical problem.

Rear disc are troublesome getting a high, hard pedal and contribute little to the braking on a normal street car where 80% of the braking is with the front brakes.
Only benefit of 4 wheel disc brakes is with constant braking that will heat up the brakes beyond normal...
Try pulling the springs away from the sheet.
Put something as a spacer between the spring and the burlap a few inches away from the build sheet to take the pressure off of the paper.
Better to remove the seat. They come out easily.
