I had a set of those for 71-72 that I bought back in 1998 or so for about the same price...same Canadian sticker and same 'shape' so I'd believe they are what you describe.
Yup.
It's a SB car, but if you have no title, walk from it or part it out. If you have a clear title, do a little research in it's condition, power-wash the **** out of it to clean it up, see if it'll run and Roadkill the heck out of it and just have fun.

I did this in my old Mitsu 3.0 that was a sludge engine. Mopar mech told me to drain oil, put 4qts of oil and 1 of trans fluid in it...run it for about 500-1,000mile, drain it all out, refill with regular oil....did a great job. Did it again about 6 months later and when the time came to rebuild...

No idea. Was used in the Smokey and The Bandit movie cop cars, but hardly anyone recalls them being on actual police cars...the photo above was of an era-correct car in service with one but no one can find any info on them. So not sure if they were a police-only option in the south or what.
I went down a rabbit hole on Youtube about home built vapor blasting/honing cabinets made from basic $100 HF blast cabinets and some basic off-the-shelf parts...the results are pretty damn impressive!
I'm thinking it's a lineloc like was mentioned...Is that an old roll cage welded in to the right (in the picture) of your MC? Looks like an old drag car.
