My service manual says 2 1/2 degrees BTDC (Pictured). I have heard others say advance the timing as far as 12 degrees. What is correct?

Photos attached. You can see some float particles. If it clogs and floats are $100+, I may just scrap it and find a new carb..maybe when with a the thermostatic choke, wouldn't that be nice ;)

In regards to the gasket I had an issue. The instructions says explicitly 40lbs of torque to fit the valve cover back on. Used a torque wrench and tried tighting up the screws to that specification after 1st run and broke off the head of two...
Just pulled the valve cover to replace a gasket and saw that I have valves that are covered in oil sludge. What could cause this? Is it worth addressing? I work from home and have limited resources and knowledge. Any information would help though! Pictures attached thanks!
