Shimming the relief valve spring only increases the bypass pressure. It has to reach or exceed the rated psi first, which, going by the op's specs is nowhere near that.
The op implied that the water pump pulley needed to be shimmed instead of the crank pulley. Yes, shims are available for the wp pulley.
