Adjust it to the height you want and apply shrink wrap to each joint. 3/4" on either side of the joint works well. (Been there). You will lose it's telescoping functionality.

From your pic, I don't see a Phenolic spacer under the carb. Could be heating up the fuel in the bowls once the engine gets to temp. Another item to check would be the pick-up screen in the fuel tank. Could be clogging up with gunk floating around at the bottom of the tank.
