Every once in a while my 65 Belvedere hood doesn’t pop up when you push the little lever over. When it does that, I bump the nose of the hood with my fist while holding the lever over. Doesn’t take much, just a light bump and the hood pops up.

You can't polish out all the little spots an pits, that I know of. They'll need to be rechromed. The more pitting you have the more expensive it is. Probably cheaper to find better pieces.
For rechroming diecast parts, you might talk to Bill Petrow, Special T's Unlimited. 847-255-5494 He's not cheap, but top quality. He actually specializes in 62-65 B bodies, but I know he does other parts.
If you don't have a heavy draw all the time (elect fan, A/C, thumpin' stereo) you probably can use existing wiring, but it's not that hard to run a larger wire from the alternator post to the starter relay. But I wouldn't run a heavy draw like that through the ammeter.
I agree it's your car, whatever makes you happy. Certain cars look good in matte, but it's another trend. If you go to all the trouble of body work and paint, why not do a traditional paint, it would appeal to more buyers in the future if you had to sell.
