I see online that there is a universal type seal. Didnt see any specific for the belvedere. Do you have a piece of the old one you can use to compare to something new?
I never understood why people set these hoods on the points.... The sides of the hood are flat like your floor. Stop putting hoods on the pointed ends.
If you ohm out one pin to its other end and you get continuity then you are good to go. If you ohm it out and get no continuity its possible the PCB has a break in the circuit. They do sell Modern boards here. I cant say they are any better than the old school stuff but they do make them...
Check your board on the back of the cluster for cracks. You can trace out each gauge to each pin. Test each circuit with an ohm meter and make sure its getting continuity. This will give you an Idea. I messed up on this below. The center pin on the limiter should go down to the oil light and...
You need to check the distance from the axle flange to the leaf springs. Also the axle flange to the wheel well lip. Thats a wide rim to be stuffing under that car. Besides that try changing that tire on the side of the road. the 66/67 wheel wells make it so you have to jack it way up to clear...
Looks like both Summit and Detroit sell the same exact part number. It costs less at Detroit tech. However the rear glass gasket is more at Detroit. But still the same part number. Its 209 at summit and 249.00 at Detroit. Not sure if they will price match summit.

I probably wouldn't cut those quarters.. They look to be in decent shape. The rear wheel house is welded to the quarter skin. I doubt you would achieve what you are looking for cutting them up.
