From what he said apparently all the smog shops are under surveillance, in order to get your state permit it was forced on you... He's a pretty straight up guy so I don't think he got legitimately busted doing bad smogs, but as I explained later the stuff the state has busted people for anything...
My buddy owns a smog shop, the state came in and mounted a camera in his shop that covers the computer/dyno/stall where all smogs are done... You never know when they are watching....

Honestly, no shop in their right mind is gonna fudge things these days... The fines are insane... Shops trying to do things right get fined why would they risk getting shut down to smog an old car?
I know of at least four occasions when local shops got fined & temporarily shut down for BS...
Yup, Motorcraft.... You didn't miss anything... Then again all of the carbs in that time frame were pretty terrible... Actually the carbs weren't so much bad as being asked to do something beyond the ability of a carburetor....

Well... You can swap engines.. But.. You must use the emissions equipment from whichever is newer/stricter standards... In theory that even applies to genIII swaps into pre-76 vehicles but since they don't check pre-76 vehicles if you don't tell you're probably okay.. Until someone snaps...

There is a reason we buy pre 76 cars here in California... 75 & earlier are exempt.... If you run into someone who is a by the rules guy that actually knows old Mopars having the lean burn bypassed would be an automatic fail... If you get sent to the ref, that's an automatic fail....
