Pull the header off and trim the flange down on the header.... What heads are those? never seen a step like that..
Or, use it as an excuse for buying a set of aluminum heads... :lol:

The way to release loctite is with heat..... So using loctite on exhaust which is going cause those bolts to be well above the release temperature seems like a foolish endeavor..
I have a set of the 3" TTI tips... I don't think they look even close to the original rectangle shape... The Accurate tips are much closer to correct....
And if that not enough TTI Laser etched their logo into the side of the tip in a very obvious place...... I didn't over pay for their...

The other company known for OE Judged exhaust is Gardener...
Back in the 70's Mopar sold a repair kit, new bushings, shaft, butterfly, spring & damper... Still pop up occasionally but rarely the HP kit...
Most guys eliminate the valve & plug the holes..
Years ago I had one that wouldn't hold a gasket.... Changed it four times.... Picked up a set of new 3/8" thick flanges.. bolted the existing headpipes up to the manifolds with the new flanges sandwiched in the middle... Put a few tack welds on each flange then dropped them down & fully welded...
If they are the Econo W-2's they accept the std 340/360 header flange.. The race W-2 has a different bolt pattern but there were adapter plates available 30+ years ago.. Today I'm sure you could get them made...

Which is kinda cool cause I thought Pop's 64 300K Vert was a short ram car but wasn't sure, it was sold in 73 (for $100) & I couldn't be sure... But I know it had the header style...
