Yes, and if it runs at all that part is working. I still think this is simply lack of power to the ecm during cranking, as happens on most older mopars when you put fuel injection on them.
If you turn the ignition on, and jumper the 2 starter solenoid wires to crank it over, will it start and a stay running? Does the fuel pump wire then have 12 volts continuous while it is running?
So are you saying the wires marked fuel pump feed, and the fuel pump relay never have power with the ignition in run, or crank? Is it possible these 2 wires switch a ground? That could be used on the coil side of a relay, to power the pump.
I agree you need to tie ignition 1 and 2 together, or use a relay so the pump is hot during crank. I did my holley setup with a relay because I am running stock ignition and a ballast. Use an automotive grade relay, like something stock from a newer vehicle. I had problems with the holley relay...
The factory front plate is welded thru the big center round hole, only tack welds to hold in place. The rear plate is absolutely welded. Front would be fine with no weld, and I would not weld it. If you want to weld it put it in the back that way it is easy to remove.
Inner plates should be fine, l would not weld those in. I would do a little welding on the backside to reinforce the spotwelds. Factory plates are thinner than the ar...but together are thicker.
There are 2 plates for springs front and rear, ECS makes a nice snubber part, cheap too. It will take your guy about an hour to weld those in, prep grinding will take the longest. Just remember, the factory knew where these cars were weak, I fully welded my cowl seams after seeing one on a 2...

Be real careful on radiator support vins, they mean nothing when it comes to superbirds as most do not have one. The 70 b-body no torque box on 6bbl unless it is a convert, is a fact, some slipped thru, but not many.
