i wouldnt use anything of the permanent type. clear or black silicone made for glass should work well.

considering you've had the dash pad for 2 years before trying it out, and you live in Sweden, i would still try a return on that incorrect part. email pics showing the mismatch and struggle to try to get fit. if that fails, suggest what Dave L posted "drill new holes"

you can pick up a fairly inexpensive tube bender for example: http://www.harborfreight.com/1-8-eighth-inch-to-1-4-quarter-inch-tube-bender-94571.html you will also need to change your master cylinder.
