If there was such a balancer, one that had the necessary dimensions to work, except the timing mark off 15 degrees, we would hear about it weekly on every Mopar forum out there.
1. It is not possible to put on an incorrect balancer.
2. The balancer outer ring could spin.
3. I don’t know if a screwdriver in the plug hole is very accurate. The piston does not move much +/- 1” either side of TDC.

I really don’t understand what you did to come to this conclusion. Please elaborate on what you did to establish true TDC and the evidence that it is incorrect by 1”.
I don’t think anyone is questioning the physics of accelerating a rotating mass. I think the question is: does it really matter? The answer to that question can only be decided by the OP. And he is getting feedback, hopefully it’s helping him.

Just curious. We've only changed/tested wheel and tire changes. Not one or the other. We gained a tenth. But the front tire went from a narrow bias ply to a considerably wider steel belt. I would guess that the location of the weight matters considerably, and the change is probably not linear...
If you go to the track it will show up on the time slip, both et, and mph. I think it’s meaningful.
That said, if you only drive on the street, your butt meter will not know the difference.
Just take off the air cleaner assembly, flip it over and check the gap. Your tightest pinch point will likely just as the base rolls down to the filter.
I got the right size bolt (don’t remember the size) ground the threads off to center it in the roll pin. basically a home made stepped punch. Kinda surprised me how well it works. That thing is still kicking around in a tool box somewhere.
