If you can adjust the fuel pressure down to ~7 lbs, you should be able to use the current pump with a carburetor, to do a sanity check. Would it be hard to put a new fuel line from the regulator to a carb?

Whatever you look at, if you use a product with adhesive already on it, make sure it will withstand being inverted. The manufacturer should be able to tell you that. The last thing you want is the insulation falling off.
I'm in the early stages of renovating a '65 Belvedere I with a /6. Seeing a '74 440 motor for sale, I got thinking about that swap. Besides all of the mechanical items needed to make it work, I'm not real familiar with the smog controls, etc used in '70s. Can the smog controls be bypassed...
