    Yes, it definitely sounds like a ground problem. Along with the bulb, the lamp assembly also needs to have a good ground. Unscrew the lamp assy and move it around inside the bumper, see if it changes when you touch it to metal, or if the wires are long enough, touch the assy to the car's frame...
