My 73 parts car had the dampening weight. I think I still have it. I assume its to reduce floor vibrations. Its a heavy thing. I'd weld up the holes & move on.

FWIW, my 71 Satellite had a full vinyl top from the factory & it had lead in both sides seams and a skimcoat of plastic on top...mostly lead though. My seams look identical to yours & I believe the Charger & Ply B's shared the same roof skin in 71.

Not sure this will mean much as far as body goes or not, but its worth noting the complete front subframe & suspension is different from 72 to 74. Might be something to add consideration to the mix.
Chad, the flap in the pic you have extends over the outer wheelhouse and follows the seams where the 2 WH's are welded. When it gets to that area, the outer WH has a lip that tucks behing the inner WH. The outer WH doesn't shoot straight down. It simply has a lip about 3/4" behind that lip on...
The lip of the inner wheelhouse is on top of the lip on the outer WH. This is my passenger side. It is finished so its hard to see... Drivers side is the same. I had to peel back the lip on the inner to get the outer apart. I heated the flap that I peeled back on the inner and massaged it back...
