as far I know the loops were for 72/73. I have seen them just ONCE on a pic on the web, from a console being sold on ebay as far I recall with the loops/straps still attached. The ashtray says me is a later model. Earlier 71s still got the slot for the belt buckles storaging, just like 70s E bodies

the only solution I can think off, is insert a nut on roof frame, around where the B pillar should be and attach there an aftermarket 3 points retractor system... like Mopar did since 74, just that Mopars used double retractors, one for shoulder section and the other one for the lap belt...
