Maybe, but it would not be fun. Drilling all those welds out especially at the bottom of the inner fender, welding, and grinding it all down.... I would want to remove the engine and trans to have enough room to work. Don't want to find that out after you started. JMO.

That doesn't look like the correct front seat. Charger would have buckets and a buddy seat. Look for other non correct stuff to help u lower the price. Offer as low as u can. Can always go up but can never go back down.
What I have done in the past is to watch for cars like yours for sale here and ebay that have a fender tag and know the assembly date. You can then compare your vin # to theirs and get a rough idea of when the car was built. Not a perfect way but it will get you close. Good luck.
