Thats all 100% correct, also as stated the solder joint can break but it will look solid but have no or intermittent contact. So if you test and you get nothing gently push or wiggle the connection. If you have to re solder use a 500 watt not a 1500 or higher iron as its easy to burn the board.

Post a pic of the dashboard where it goes so we can see what you are talking about. My guess is it was added by someone at some point but it is not factory original to the car.
That set up looks homenade. That is not something Dodge did by crimping those kind of connectors on. Get yourself a FSM and look at the wiring diag that will show you exactly what color wire goes to what.
