When I restored my Coronet Convertible I parted out and cut up two 68 coronet 2drs, one 68 coronet 4dr and a 69 cornet 2dr...all would have been buildable cars today.
When I restored my coronet I stripped off all the under coating...if there was any on the original panels that survived...then painted the whole underside with just a simple rock guard...none of the chunky original style undercoating. Protects and gives everything a nice clean look.

Unless it comes with AMD rear quarters, inner wheel houses, trunk extensions, trunk floor, frame rails, roof skin, new fenders, floor boards, new hood, dutch man panel, etc...then nope not worth even $15K IMO.
If I remember correctly the marine motors run in the opposite direction than the ones put in vehicles...so a few things need to be changed to use one in a car....crank, oil pump, distributor...etc.
My 68 Coronet 500 convertible I restored was borderline bad enough to go to the wreckers as it was rusty and had been in a one/several accidents so the rad support was hacked with pieces of metal welded on to hold rad in place, the rear quarters had been hacked/replaced at some time as well so...
Not sure if the chargers are the same, but the coronets/superbees in 68 and 69 have the door lock tab in a slightly different position on the top of the door. 68 is close to the door edge, 69 is like 2-3" farther forward.
Hope you're not offended easily because the purist will be out to bash you soon. ;) They already have been beating up another young guy who put a LS motor and trans in his 69 Charger. SO you wanting to slide a 68-70 charger Body over a Ford Crown Vic frame and drive train should ruffle some...
Saw a 71 Charger R/T on FB, the car was a rusted out hulk, frames gone and even the sides of the quarters were rusted through....typical statement of "I know what I got so don't waste my time"...asking $6000!!
I'm going to speculate that it is probably to stop a "canning/drumming" effect when the air pressure, or lack there of, builds up in that rear window design. Without that reinforcement panel the flat panel would wobble up and down and make a horrible racket.
