Sounds like you need a vented cap at least. That's a pretty nasty vacuum that's being formed in the tank. I believe there should also be an overflow vent in the filler neck which could be clogged.
100% agree with the above. Do not buy a crate engine, because you absolutely will have to tear it down and check clearances, etc. Do a search for Hemi builders and start making some calls.
Quick and dirty would be to put air shocks on, but your best bet would probably to be to get the leaf springs re-arched, add a leaf, or just get a custom set made. You can take the set on right now down to a shop, and tell them you want it to sit x-inches higher.
