Typically the only time I have oil around the filler cap/breather on the valve cover is when the PCV valve isn't working. Each one is designed for a specific engine characteristic. Modified engines change that. I ended up w one those expensive Wagner adjustable ones, but it works great.

As @R413 said, I've got it in my '67 block when i drain my coolant. I've drained n flushed at least 8 times w distilled water and still get it. They do make an inline filter for cooling systems. I've just never done it.
