Im could almost bet that the metal either sat to long exposed to air. Or the metal was at a polished state prior to primer with little scratch to the metal surface for adhesion either way its going to be a chore.
Its also possible way to much build up of Primer. Or spray filler , delaming from the metal . I see that often with material over use. Bad preparation.

I remember having to do this all by hand back in the 70s and early 80s.
I was never any good with a brush. But I did and do have still pin stripe wheel bottles for doing this.
Also. If you wet sand. Try a little sunlight dish soap in warm water. Soak your wet sand paper well. It softens the latex paper back. So it does not dig into your new paint. Youll find that it cuts better, the paper wont stick to the panel and crease
You can finish off the exterior areas and get those looking good , then spray wax the insides , they do have long tubes for the gun for getting in tough areas. Spray wax or what ever you use will still collect dirt. But prevent moisture from seeping
