My 62 Valiant had the exact same brackets welded to the floor behind the bucket seats.
A horrible angle for the belts.
The bolts had an eyelet and the seatbelts had double sided hooks.
Based on that, the belts/chrome latches, and the Fasten Seat Belt sticker on the dash, clearly period...
Well my son-in-law stuffed a 440 in the family '71 Dart Swinger. I thought he was nuts but he showed me it could be done. He also did the mini-tub himself. He scares the Sh*t out out me! Turns me into Biden and crap myself on rides!! :lol:
Sounds sketchy to me. I hope you won't ever need those belts anchored like that. I think I'd drill a hole and put a 3"x3" steel reinforcement under the floor, at least for the drivers side. And if factory bolts are 7/16, I sure wouldn't go smaller than that.

@CudaChick1968, does superb powder coat. Much more durable and heat resistant than paint.
And the Mopar brand race hemi I used on my maxwedge was garbage, fifteen years ago, too.
(And your 1970 should be street hemi orange . There's a bunch of alternatives to the Mopar paint, but I don't know...
Up-Date: Got my booster back from ABS Power Brake. ABS said my old single pot master was shot and that they could re-sleeve /rebuild it. I forgot what the quote was but it was high. I also opted not to have booster replated (zinc) it was expensive as well.
