Notice the small flange on the new quarter panel where it meets the rocker panel. Should that be there or is that a left over from the panel stamping?

So its become quite clear through a trial mock up with the rear window, trunk lid, and replacement deck filler panel (dutchman) that the replacement dutchman is arched about 7/16" high in the middle. A fit test between my loose replacement (AMD) deck lid filler panel and the trunk lid conforms...
I'm getting closer to start assembling a 3 panel thick sandwich at the rear lower corner of the window frame.
What's the thought on preping the panels?
* leave it e-coat except where the welds are
* clean it all and weld it up as bare metal
* or?
Didn't have the best luck with weld thru...
So whats the deal with weld thru? It totally messed with me on plug welds. I've read this and that, but folks say it should work. Didn't work for me....totally blew out the outer layer of metal and messed up the welds.
