Should the suspension be loaded before tightening up the shackle bolts ? My guess is yes and I should follow this as best as possible?

As stated.. which oone to go with.. the cost is about half for Mopar vs Hotchkis... leafs, shackles, torsion bars.. looks like the only one to make control arms is hotchkis?
