1963 Belvedere - Fender Tag

This is the fender tag on a 1963 Plymouth Belvedere 2 Door that I am looking at. The fender tag and build sheet says it’s a Savoy 4 Door. Am I missing something?

The 16 134 tell us the car was built at Hamtramck plant.
322 = Plymouth V8, Belvedere, 2 dr hard top.
The PP and 325 are reversed on the tag. PP is the paint, 325 is the interior code.
1207 is the Scheduled Production Date (SPD) and likely not the actual assembly date.
