1964 Dodge Polara Front Fender Emblems

Help. I have a 1964 Dodge Polara 500 Sport Coupe. I can't figure out how to change the plastic emblems in the front fenders. The steel retainer has a sheet metal screw in the front, under the headlight trim ring. But it won't budge with that removed. It seems to be held at the back with a bolt or nut, but I cannot figure out how to access the inner fender to see. There is no visible bolt or nut in the front wheel openings. I thought you could reach through the headlight opening, but that proved fruitless as the fender is solid behind the headlight bucket. I cannot find any pictures in the shop book, so does anyone know how to remove this fender retainer so I can change the emblem? It does not appear to be an easy job, or someone would most likely have changed these already. Thanks for any help someone can offer...

I removed the fender and then the inner splash shield it was the easiest way for me. There is another nut that must be removed inside there before the trim can be removed.
 
If you have long skinny arms and are ...

1) Not afraid of spiders
2) Are current on your tetanus shots
3) Posses high amounts of patience

You can get to it without removing the fender or front splash shield. I was able to do it and only launched a few moderate curse words and one wrench.
 
I got the clears off ebay a eon ago . when i get around to redoing the wiring plan to put some yellow l.e.d.'s tied to the singles in the housing. screw behind the horse shoe and nut in the wheel well . super ez with the wheel off. don't forget the gaskets under them.
 
I looked and cannot find a nut in the wheel opening anywhere, unless it is up ahead of the splash shield. The other problem is the car has been undercoated, and all the hardware for the splash shield is of course coated. Lastly, there appears to be some sort of rubber seal that surrounds the splash shield. When I try to peel it back to get to the splash shield hardware, well it of course wants to crumble. I want to try the "long arm" approach first. Where do I need to reach through, or from? I don't see any way to access inside without removing something. Not Mother Mopars best design, in my opinion...
 
It's directly under the rear of the emblem and in front of the splash shield. Bumper bracket removal may help too.
