i just replaced the front suspension parts on my sport fury and should i adjust my torsion bar suspension height on my hoist with the wheels hanging or all of the weight with the tires on the ground ?

Adjust torsion bars without any weight on them. Then set the car back down. Push the car back a few feet then roll it forward the same amount to settle the suspension.

And then measure both sides, Jack up, adjust again, lower, bounce and repeat until both sides measure the same or how you want it to sit.

You should also loosen the lower control arm nuts. Once at your desired ride height tighten them back up. 440'
