1964 Push Button 727

Just installed my rebuilt push button 727 and cannot get the shift cable adjusted. I have pulled the pan lined up the neutral detent with the neutral safety switch and reverse, neutral and dive seemed to okay but it will not go into first or second. I’m at totally frustrated. I looked and use the tech tips bulletin but still no success, any help would be greatly appreciated. Dash shift NOT a floor shift.
 
Im assuming the 1/2 buttons wont press in?Which neutral safety switch? If it's the nylon style plunger, the plunger sets to deep and can interfer with the rooster comb.

Make sure the shift lever at the rear of the push button box moves for 1 & 2. Might be hard to see, but should be able to feel it move.

The 1-2 buttons move easily and fully depressed when cable is not connected but when fully depress when cable connected

You actually touched on my second problem, the NSS does not touch the the shift comb. It is fully tightened I’m guessing it might be the wrong NSS switch meaning not long enough. But first things first I need to figure out why it’s not adjusting properly then I’ll tackle NSS and try to find a correct replacement part.
 
Do you have a push button valve body? Or is is a floor shift 64/column shift 65 valve body? The rooster comb, manual valve, and nuetral switch are different between the two types. The wrong valve body can be easily convertered by swapping the correct rooster comb, manual valve. neutral safety switch. I'd pull the pan and watch what is happening. The parts on the left are correct. The othe two parts are not cable shift, But the middle switch is correct for a flor/column cable shift. the lower picture is a 65 floor/column rooster comb.

Thank for the great info - I just now figured the issue out and want to let everyone know. It ended up being a manufacturer defect on the shift cable. Although it seemed to be an exact replacement it does not retract enough therefore not grabbing 1 and 2nd. I compared the oem cable to the replacement and it’s obvious. Thanks to all who responded and I hope this helps someone else.
