The first two digits of the VIN tag are stamped at a different time with different stamps and from the outside in. Then the rest of the tag is stamped from inside out. Normal for this style of tag.

Code 99 is the standard 413 in a 65 300, seen it all the time. It's nothing out of the ordinary, special, rare or desirable.

This photo is enlarged, very fuzzy but the 99 on it is there if you can enlarge it.
