1968-9 Hemi engine emission control

pictured a 1968-69 hemi engine emission control. I am wanting to know if this emission control came on all 1968-9 hemi B Body cars automatic or 4 speed cars. I have been told all 4 speed and California (automatic and 4 speed hemi cars) came with this emission control. does anyone have 1968-9 service bulletin from Chrysler Corporation stating that this control was put on all 1968-9 B Body hemi cars.
