Wondering when production actually started for 69 year model? And where did the sequence number start at?

Depends on the plant. Start dates varied. Lynch Road and StL RR VINs could be "low". LA built RRs could be a little "higher". The lowest LR RR I've seen is 100013. The lowest StL is 100097. The lowest LA is 100468.
 
So its very likely that 2 69's can have the same exact sequence number, the only differance in the entire vin will be the plant code?
 
Yikes! I never knew that. So two exact same models, lets say RM23's with the same paint and options, lets make it simple and say base car with no options, could have the same VIN?

Yes. It is possible if they were from different plants. Only the plant code would be different. Each plant started the new model year with VIN 100001.

How highly unlikely would that be then?

I thought that Chrysler wouldn't use the same sequential number like that regardless if it's a different plant code or not? I guess you learn something new everyday...

I don't know how to figure the odds of it happening but it is possible. Theoretically, you could have three cars with the same VIN. One from Each plant that made RRs.

What about rm21 rm23 and rm27 all having the same sequence number from the SAME plant? After all the coupe hardtop and vert numbers are different too? Or is it because they are all from the same plan that is not possible? (Probably)

You are right. It's not possible from the same plant. VINs at each plant are sequential regardless of make or model. Dodges did not get their own sequence. Road Runners did not get their own sequence.
