1970 charger hood seal /filler has rivets?

Cleaning parts today and I noticed on the bracket were the screws go that the seal/filler has rivets. Was this from the factory? Was it that way on the daytonas and super birds? I dont see holes on the repop one.

I put my grille together over a year ago, so I had to go out to the garage to see. Looks like I drilled out the rivets and just bolted it on.

My guess is that the rubber seal was riveted to the retaining strap for ease of assembly.
 
So I guess I will rivet the new one when I install it.
 
Like shown above they were sold with the metal retainer strip riveted to the seal. Here is an Nos one I sold a few years back...

You can, but you'll have to drill holes in the rubber & if you look closely, they aren't pop rivets. I attached my two pieces with just the factory screws and nuts & it seals against the hood just fine.
