1970 Road Runner 4 speed linkage issue

I have having major issues getting my A833 transmission to shift correctly. I put a pin to lock the shifting mechanism in neutral and then shortened or lengthened the rods to fit correctly. Only the reverse gear works. The other gears hardly shift at all and when I put the car in what I assume is first gear and start the engine the car doesn’t move at all. I assume all gears need to be in neutral before putting the rods in place? Can anybody give me any input regarding what the heck I might be doing wrong? Could the shift mechanism or the newly rebuilt transmission be an issue or do I need to take this to someone who knows what they are doing? Thanks for listening to me ramble.
 
1st question..
Do U have the OE rods?
If yes, then next each gear lever on the transmission need to be in neutral including reverse.
Next for the shifter mechanism linkage itself, note U have hole in each shifter lever place a drill or allen wrench through the hole.
Now adjust each rod (1/2 and 3/4 gear rods) to the proper length to each lever.
Now adjust the reverse rod to its transmission lever.
When adjusted properly now the shifter handle should move easily when in neutral left to right.
Nøw double check U can shift into reverse OK..

It may sound complicated but actually it is quite simple..

Probably a dumb question but how can you make sure the gears are in the neutral position?
When the bracket(connects to the shifter rod) that bolts to the threaded studs coming out of the transmission body, U can move these into each gear(1&2, 3&4) and locate neutral.
