1969 Dodge Coronet

Somehow the driver's side seat belt harness for my 1974 Dodge Coronet (4-door) has gotten jammed or locked and I can't get the belt out at all. I think the take up reel for the shoulder belt is the one that has locked up, although I could have a problem with the take up reel on the floor for the lap belt as well. I have been looking through the shop manual for the 1974 Dodge (including the body supplement) for advice on how to fix this, but haven't turned up anything much yet.
I know seat belts for these years were touchy and you had to get the belt out smoothly in one go otherwise they would lock up on you before you could get enough belt out to reach the buckle. Has anyone else had this issue and how did you solve it?
(At least the seat belt interlock has been disabled on this car and I can start and drive the car if needed without buckling my seat belt, but I'd really like to get the belt fixed.)
