Does the contact ring still have the insulator on it?

If you are referring to the spade connector inside the button for the wire, then yes. Ive added a picture of the underside of the button if that helps you.

Was referring to the gray piece that insulates the contact ring from the metal steering wheel hub and cancel ring

That should be it sandwiched in the middle (gray disc) .The button assembly has not been apart.
