'69 Plymouth Rear Shock Mounting Plate Question

Hello, I am in the process of rebuilding my leaf springs. So, I figured while I'm at it, I'll go ahead and clean up the leaf spring mounting bracket that the rear shock attaches to. So, I discovered that the bolt that the rear shock attaches to is stripped. I can't tell if the bolt is removable or not, it looks like it might be. Has anyone had any experience with this? Thanks!

It’s welded, so either find a new to you set or cut/grind out the weld and get new lower shock studs.
 
Sorry if this is a stupid question, I mean no disrespect...but did you run a threading die over it?
