72 Charger bumper on a 73

What the heck am I missing? I have a 72 rear bumper and brackets for my 73. The brackets are clearly an inch shorter, but when the assembly is mounted to the car I still have the same gap between bumper and body that I had with the 73 brackets. I'm hoping there's an obvious answer.
 
Same gap as the 73 brackets? Mine still has a gap with the 72 brackets but not as extreme as the 73's. Mine with 71 brackets test fitted. Pic of my 71 for comparision.

I didn't take actual measurements with the original bumper on, so maybe I'm expecting less of a gap.. but I wasn't expecting to see the license plate lamp. Here's what I'm looking at...

That's the correct gap. 71 and 72's have a little bracket with a rubber flap to hide the license plate lamp. Can be added just need to drill the holes for it. You can see the bracket in this pic. The rubber flap is missing. I dug through my 71 pics but don't have a pic of that which is weird as I took pics of everything I thought...

Ok.. thanks for the confirmation. I appreciate the insight. As a follow-up... are the 71-72 filler necks different? My original '73 seems to be riding awfully low.

It has been told the filler neck is shorter on 71/72 than 73/74, but as far I have found is just about more or less clearence with license plate bracket. However just like with the hideaways headlights which gets a shorter headlights pedestals for hideaways doors clearence, if still using non hideaways headlights pedestals just like the filler tube lenght, that doesn’t mean won’t fit, just tighter.

From the distance I could say you can rise/bend a bit the neck filler bracket thought
 
You can use the original filler neck. Might have to tweak it some so your plate closes all the way.
