73 charger filler neck ?

Do you put the grommet on the neck and then put it into the tank or do you put the grommet onto the tank and slide the filler neck in?

Second sounds best, but I want to make sure.

Put it in the tank first then use some mineral oil to help slide in the filler neck.

Thats what I used although the car isn't running yet, but it did help with the install.
