73 Charger over charging after Alternator install.

I installed a alternator on my dodge charger and it is now over charging, it's putting out 16 volts. I took one back because it was doing the same thing, I was told by the rebuilder that the alternator had to be shorting out inside,this was after he ran me though a number of test to perform.now this one is doing the same thing.I have changed voltage regulators, I have cleaned the body mounting spots.checked for naked wiring and I have had no luck. have anyone had to deal with this problem before. I had a 73 Road runner to catch fire because it was doing the same thing.I need help.I have tested the voltage with three gauges,so I feel sure that it is putting out 16 volts to the battery but I am getting about 15 on the inside to the fuses and the volt gauge.
 
Its it a dual insulated field terminal alt ? It will have 2 small field wires and the larger output wire if it is. If it is it would have used the electronic voltage reg stock. If it has the dual insulated fields then it sounds like the green field wire from the alt to the reg is grounded somewhere between the alt and reg. Ron
